Bill joined Hull & Associates, Inc. in December 1999.
Bill is a Principal and the Vice President of Hull's Environmental Market. He also directs The Risk Analysis Center at Hull. With over 30 years of experience in risk assessment, decision analysis, and environmental consulting, he has worked on many of Ohio's largest brownfield projects.
Bill has managed numerous high-profile environmental projects under RCRA, CERCLA, state voluntary programs, and other state and federal orders. He develops strategic, risk-based approaches to site investigation and cleanup, interprets site characterizations and risk assessments, and works with regulators to develop protective and cost-effective solutions on behalf of clients. He has also been active for many years in the development of federal and state regulations related to risk assessment and cleanup standards. Bill has been on the forefront of environmental liability evaluation, including the development of probabilistic techniques for quantifying environmental liability associated with contaminated sites in financial terms, and is published expert and expert witness in risk assessment and uncertainty analysis.
Bill received a Ph.D. in Engineering and Public Policy from Carnegie‑Mellon University.
