The Buck Creek Development Area consisted of approximately 4.3 acres of former commercial and light industrial properties located in the northern portion of the Downtown Hospital Development Area. Assessment and remediation of the Property was instrumental in the two local hospitals' decision to locate the new joint hospital complex in the near downtown area of the City of Springfield instead of at a Greenfield site located outside the City's corporation limits.
Assessment of the Property was initiated by Hull in March 2005. Phase II investigations at the Property concluded with the installation of approximately 35 soil borings and four groundwater monitoring wells. Both the soil and groundwater were determined to contain chemicals of concern at concentrations exceeding the Ohio Voluntary Program (VAP) generic standards. Hull developed a remedial action work plan to remove soils from the Property. However, Hull was able to demonstrate that remediation of the groundwater at the Site would not be necessary due to the Property's location within the City's Urban Setting Designation.
Hull assisted the City with preparation of a successful Clean Ohio Assistance Fund application in June 2008. Funding for the project was awarded by the Ohio Department of Development in October 2008. Hull supervised demolition and remediation activities at the Property beginning in November 2008. The No Further Action Letter for the Property was submitted to the Ohio Environmental Protection Agency (Ohio EPA) in March 2009 and a Covenant Not to Sue was issued.
