Brownfields Inventory and Assessments, Gahanna, Ohio

Hull implemented two $200,000 U.S. Environmental Protection Agency (EPA) Brownfields Assessment Grants for petroleum sites and hazardous substances sites in the City of Gahanna.  Hull was selected to help the City with a wide range of consulting services, including identifying, researching and assessing contaminated brownfields sites targeted for redevelopment; coordinating actions with the U.S. EPA and Ohio EPA, the Ohio Bureau of Underground Storage Tank Regulations (BUSTR), and other government agencies; and preparing all requirements for successful grant compliance.   The main goal was to inventory, characterize and obtain sufficient environmental data on brownfields sites potentially contaminated with petroleum and hazardous materials to provide property-specific remedial options for cleanup, and enhance the opportunity for redevelopment.

As part of that scope of work to meet the criteria for redevelopment under U.S. EPA’s grants, Hull assisted with creating a GIS inventory of brownfields properties within the City.  Hull compiled a list of petroleum/hazardous substances release sites using information from various entities, including BUSTR, Ohio EPA, the Franklin County auditor’s office, historical City directories, on-line Sanborn Fire Insurance Maps, historical aerial photographs, and discussions with long term residents of the City.  The data were compiled into a GIS database to aid in the selection of potential properties to conduct further investigation.

The sites were then ranked for potential investigation.  Phase I and Phase II Environmental Site Assessments (ESAs) are currently being conducted on those sites identified as critical or high risk.  Pursuant to the petroleum grant, once sites had been identified and prioritized, a total of seven Phase I assessments and six Phase II assessments were completed.  Pursuant to the hazardous substances grant, three Phase I assessments and four Phase II assessments were completed.  Hull’s involvement also helped the City satisfy U.S. EPA grant requirements, leveraging additional funding for the City’s brownfield initiatives.
