Hull partnered with the City of Springfield
to remediate the site to meet Voluntary Action Program (VAP)
standards for commercial and industrial property use and to
assist with redevelopment of properties within the West End
Development area. The property formerly manufactured steel
specialty products, helicopter and bicycle parts. At one time,
the property also included a foundry, an ice maker, and a
small brewery.
Shallow bedrock provided a challenge in demonstrating
compliance with groundwater standards. However, much of the
remediation was completed to ensure that soils at the site
would remain protective of the groundwater.
The City was issued a Covenant Not to Sue from
the Ohio EPA. Hull completed the voluntary action through
the VAP Memorandum of Agreement (MOA) Track between Ohio EPA
and U.S. EPA. This site is the second such site that Hull
and the City of Springfield have successfully assisted through
the MOA program.
