Coronavirus Local Fiscal Funds Are Coming Soon – Hull Can Help

Counties, cities, and villages will soon receive $130.2 billion through the Coronavirus Local Fiscal Recovery Funds. While there are many important components of the American Rescue Plan Act of 2021 signed into law on March 11, 2021, these Recovery Funds should be of special interest to many of Hull’s clients and friends.

Among the named uses of funds, the statutory language specifically states, “to make necessary investments in water, sewer, or broadband infrastructure.” Guidance will soon be issued by the U.S. Department of Treasury to provide details on eligible uses and interpretation of the language. In the meantime, if you have not yet started, now is the time for communities to consider projects and priorities for these funds that can be further vetted once more information becomes available.

Recovery Funds are planned to be distributed in two tranches and can be used to cover costs incurred by December 31, 2024. The first payment is expected to be sent within 60 days of enactment (May 2021) and the second payment is expected a year after the first payment is received. Non-entitlement communities will receive funds a little later since the money will first be sent from the Treasury Department to the states for distribution.
