Oil & Gas Compliance Assistance

In response to an order issued by the Ohio Department of Natural Resources (ODNR) a producer engaged Hull to provide 24/7 environmental compliance assistance at 11 well pads in Southeast Ohio.

The project consisted of assigning environmental professionals to specific well pads to observe, audit, and assist with spill prevention, control and countermeasures (SPCC) plan compliance and storm water pollution prevention plan(SWPPP) implementation.

Hull teamed with a subcontractor to staff the project and the combined field teams conducted audits to assure that punch list items were addressed.  The Hull team worked with the producer’s drilling and fracing crew members to assure that crew members understood SPCC and SWPPP procedures.  The project involved long term scheduling management to coordinate shift changes during 24/7 operations, a data management system that relied on internet access at each pad location to manage data from daily field reports (DFRs), punch lists, and health and safety documentation along with daily data and information exchanges between shift teams at each location.

Hull assisted the client by preparing short term action plans, collecting, managing, and presenting data in tables and figures used for stakeholder and regulatory agency communications, and taking a lead role in meeting with the Ohio Department of Natural Resources and the Ohio EPA, as well as drafting agency required reports.

Hull continues to support this client with on-going permitting and design services, site monitoring and agency communications.
